The concept of entrepreneurship and its theory have evolved over more than 2 centuries. In the beginning the attitude of classical economists was very cold towards the use of this term or towards its role in economic theory. Boulding writes that in classical economics the "firm is a shadowy equity, and the entrepreneurs evern shadowied... or at least shady when is not shadowy". Besides, the classical economists discussed Economics under the condition of perfect condition and thus they were of the opinion: "Why bother at with the entrepreneur or his remuneration since in the long run and under perfect competition he is going to disappear or at least be changed into a sort of general manager?" It is only in recent years, that the role of an entrepreneur has been of very great significance and both developed and underdeveloped countries have felt his need in shaping industrial growth and economic development.                                                         

The development of modern small scale industries has been one of the most significant and characteristic features of industrial development in India. The sector has stimulated economic activity of a far-reaching magnitude. IN the post-liberalisation the Indian Economy has started opening out. The Government at the Centre has moved with refreshing speed and decisiveness to bring about structural changes in the economy. The adjustment in the exchange value of the rupee, though painful, was perhaps inevitable in the circumstances. The changes in the industrial policy werein keeping with the times and were widely welcomed. The process is irreversible, and is bound to gather momentum in the days to come.                                                            

Small Scale Industry is widely recognised as a powerful instrument for socio-economic growth and balanced sectoral development. One of the distinctive characteristics of small scale sector is that, the development of these industries would create broader employment opportunities, assist in entrepreneurship and skills development, and ensure better use of scarce financial resources and appropriate technology. Furthermore they can play a main role in achievement of national economic and socio-political objectives.
