தமிழ்நாடு வனச்சட்டங்கள் 2021 - Tamilnadu Forest Laws (Amendments Upto Date) 2021 - Tamil

சட்டத் துறையில் அதுவும் தமிழில் மிக அரிதான நூல் இது. வனம் தொடர்பான சட்டங்களை தமிழில் தொகுத்து எழுதி வழங்க இதுவரை யாரும் செய்திராத ஓர் அரிய முயற்சியை நூலாசிரியர் மேனாள் மாண்பமை மாவட்ட நீதிபதி முனைவர் திரு எஸ்.சம்பந்தம் அவர்கள் செய்துள்ளார். இந்த நூல் வனம், வன உயிரினங்கள், விலங்குகள் மொத்தம் மூன்று பெரும் பகுதிகளாக பிரிக்கப்பட்டு, அவற்றின் கீழான தொடர்புடைய சட்டங்கள் தமிழில் கொடுக்கப்பட்டுள்ளன.                                                                                                                                                                      மூன்றாம் பதிப்பிற்கான முகவுரை: 

இரண்டாம் பதிப்பாக இப்புத்தகம் 2015ஆம் ஆண்டு வெளிவந்தது. இந்த ஆறு வருட கால இடைவெளியில் பல சட்டங்கள், விதிகள் பல மாற்றப்பட்டுள்ளன. குறிப்பாக வனப் பாதுகாப்பு விதிகளில் நிறைய மாற்றங்கள், இடைச்செருகல்கள், நீக்கம் ஏற்பட்டுள்ளன. அவைகளை சேகரித்து இந்த பதிப்பில் சேர்ப்பதற்கு இணை ஆசிரியர் திரு.V.S.ராஜாராம் வழக்கறிஞர் சென்னை உயர்நீதிமன்றம் மிக உதவியாக இருந்தார்.

இந்த பதிப்பில் சேர்க்க வேண்டிய பல முக்கியமான பகுதிகளை சேர்ப்பதற்கு எனக்கு மிகவும் உறுதுணையாக இருந்தவர் உயர்திரு.C.சுப்பையா. அவர்களைப் பற்றி நான் கூற வேண்டியது மிக மிக அவசியமாக உள்ளது. திரு.சுப்பையா அவர்கள் \வனத்துறையில் ஏறத்தாழ 30 ஆண்டுகள் பணிபுரிந்துள்ளார். அவர் தன்னுடைய பணி காலத்தில் சேர்த்து வைத்த மிக முக்கியமான அரசு ஆணைகள் விதிகள் ஆகியவைகளை எனக்கு கொடுத்து உதவியுள்ளார். திரு.சுப்பையா அவர்கள் வன தொடர்பான பல சட்ட புத்தகங்கள் எழுதியுள்ளார். அவரை இந்த நேரத்தில் அன்புடன் நினைவு கூறுகின்றேன். அவர் உதவியின்றி பல அரசு உத்தரவுகள் என் பார்வைக்கு கிடைத்திருக்க வாய்ப்பு இல்லை. மீண்டும் அவருக்கு என்னுடைய நன்றியை தெரிவித்துக் கொள்கின்றேன்.            "A Handbook of Forest Laws in Tamil Nadu" என்ற புத்தகம் நான் ஸ்ரீவில்லிபுத்தூரில் முதன்மை மாவட்ட நீதிபதியாக இருந்த பொழுது 1995 வருடம் எழுதப்பட்டு வெளிவந்தது. அந்தப் புத்தகம் வெளிவந்த சிறிது நாட்களிலேயே மிகப் பிரபலமானது. சென்னையில் பணிபுரிந்த மூத்த வழக்கறிஞர் உயர்திரு G.சுப்ரமணியம் அவர்கள் எனக்கு ஒரு கடிதம் எழுதி அந்த புத்தகத்தை பற்றி பெருமையாக கூறியிருந்தார். நான் சென்னையில் நீதிபதியாக பணியாற்றிய பொழுது மூத்த வழக்கறிஞர் திரு.G.S. அவர்கள் சில வழக்குகளில் என் முன் வாதிட்டுள்ளார். அச்சமயம் அவருடைய புலமை எனக்கு  வியப்பைத் தந்தது. அவர் புத்தகத்தை படித்து பெருமைப்பட புகழ்ந்து எழுதிய கடிதம் என்னிடம் இன்னும் உள்ளது. எனக்கு அது ஒரு கிரீடமாக நினைக்கின்றேன். இந்த நேரத்தில் அவருக்கு என் மனமார்ந்த நன்றியை சமர்ப்பிக்கின்றேன். அவர் இறந்து பல வருடங்கள் ஆனாலும் அவர் எழுதியுள்ள வரிகள் என் நெஞ்சில் இருந்து என்றும் மறக்காது.

"A Handbook of Forest Laws in Tamil Nadu" என்ற புத்தகம் இரண்டாவது புத்தகம். அதன்பிறகு ஏறத்தாழ 57 புத்தகங்கள் எழுதியுள்ளேன். அதில் நான்கு புத்தகங்கள் அமெரிக்க நிறுவனத்திற்காக திருமிகு.Justice.R.C.Lohoti (ஓய்வுபெற்ற உச்சநீதிமன்ற தலைமை நீதிபதி) அவர்களுடன் சேர்ந்து எழுதியது.

எனக்கு முகவரி தந்த புத்தகம் என்றால் "A Handbook of Forest Laws in Tamil Nadu" புத்தகத்தைத் தான் கூறுவேன். அந்தப் புத்தகத்தை வெளியிடுவதற்காக பல பதிப்பகத்தை நான் நாடிய பொழுது எனக்கு சரியான ஒரு வரவேற்பு இருக்கவில்லை. மூத்த வழக்கறிஞர் உயர்திரு.S.V.ஜெயராமன் அவர்களுடன் இதுபற்றி பேசிக்கொண்டிருந்த பொழுது, அவர்தான் திரு.R.GROVER அவரை அழைத்து "A Handbook of Forest Laws in Tamil Nadu" புத்தகத்தை வெளியிடும்படி கூறினார். இந்த புத்தகம் வெளிவந்த பிறகு பல வழக்கறிஞர்கள் நீதிபதிகள் புகழ்ந்து பேசினர். எனக்கு நல்ல அறிமுகம் கொடுத்த புத்தகமாக நான் இதை போற்றுகின்றேன்.

இந்தப் புத்தகத்தை வெளியிட்ட 'Deccan Publications' உரிமையாளர்கள் திருமதி.Rani Grover மற்றும் திரு.Grover அவர்களை அன்புடன் நினைவு கூறுகின்றேன்.

என்னுடைய அனைத்து புத்தகங்களை வாங்கி என்னை ஊக்குவித்த மாண்புமிகு நீதிபதிகள், காவல்துறை அதிகாரிகள், வனத்துறை அதிகாரிகள் மற்றும் வழக்கறிஞர்களை நன்றியுடன் நினைவு கூறுகின்றேன். அவர்களுடைய உதவியை நான் என்றும் மறக்க முடியாது.

DR.S.SAMBANDHAM: Dr.S.Sambandham, M.A. (His), M.A. (Soci), B.Sc., B.L., D.A.T., D.L.L., & A.L., Ph.D. He is a Former District & Sessions Judge, Former Member of Tamil Nadu Public Service Commission & State Human Rights Commission, Tamil Nadu. He hails from an agriculturist family at Paramathi Velur, Salem District now Namakkal District. He did his schooling at Kandasamy Kandar Schools at P.Velurr. Graduated at Loyola College, Madra. Obtained Law Degree at Madras Law College.                 Master degrees in History and Sociology and Diploma in Accountancy and Taxation Laws and another Diploma in Labour Laws and Administrative Laws from Madras University and Annamalai University respectively. Conferred with Honorary Degree in Human Rights (Honoris Causa). He had entered Tamil Nadu Judicial Service in 1971. Served as Chief Judicial Magistrate and Principal District and Sessions Judge in several districts. Before retirement from Judicial Service served as Special Judge, Special Court.
